Las Vegas Police Will Stop Working with ICE

0

Las Vegas police are changing their policies on turning over certain immigrants who are living in the country illegally to Immigration and Customs Enforcement.

The Las Vegas Sun reports police lobbyist Chuck Callaway says Clark County Sheriff Joe Lombardo (Republican)  has directed the jail not to turn over those immigrants in the country illegally who are booked for minor traffic crimes and other low-level misdemeanors.

The department had an agreement with ICE where the jail screens anyone booked and allows ICE to request they be detained if they are wanted for deportation proceedings.

The change comes a day after activists held a protest and news conference outside the police department in opposition to the ICE agreement.

Snow Hits Las Vegas in Rare Appearance

1

Snowflakes made a rare appearance in Las Vegas as cold air plunged into the deserts of the southwestern United States on Sunday night.

Residents and visitors across the city flocked to social media to post photos and videos of the rare snow event.

Las Vegas recorded a high temperature of 57 degrees Fahrenheit on Sunday afternoon, but a cold front passed through the area during the evening hours and sent temperatures tumbling into the upper 30s F.

Light snow accompanied the front’s passage through the region, along with gusty winds that whipped the snow through the air.

Vegas Fire Chief Says Emergency Planning Advice Ignored in Mass Shooting

0

A Las Vegas-area fire chief who warned lawmakers months before a 2017 mass shooting at a music festival that Nevada should bolster its emergency management planning says he wants to bypass state lawmakers to get changes made.

Six months before the Oct. 1, 2017, shooting on the Las Vegas Strip that killed 58 and left hundreds injured, Clark County Fire Department Chief Greg Cassell testified before state legislators in favor of a bill that would have required more coordination of emergency medical resources ahead of such a large event.

Investigators say gunman Stephen Paddock acted alone when he fired from a high-rise suite in the Mandalay Bay casino-resort into the crowd of 22,000 at the Route 91 Harvest festival. The FBI concluded Paddock sought notoriety in the attack but said it found no “single or clear motivating factor” to explain why he opened fire on the concert.

Cassell said Friday that had the legislation passed, the fire department would likely have had a fire incident commander on the scene before the shooting.

Having a fire incident commander at the event could have improved communication and made for a cleaner response plan, Cassell said.

Months before the event, he told lawmakers the effort would avoid delays in ordering and directing emergency help.

The legislation he supported in 2017 passed the Assembly unanimously but failed to make it out of the Senate. It’s unclear why the bill failed to pass, and Cassell said he never received a clear answer on why the bill did not cross the finish line. Generally, he said, changes at the statehouse can get bogged down by the number of people and interests involved.

This year, he is instead pushing for Clark County to make changes requiring events of a certain size to have fire personnel on scene and in unified command with police.

While police and ambulance services were on-duty at the concert and event organizers obtained a required fire department permit and inspection, they were not required to and did not have any on-duty fire personnel at the concert.

A report released by the Federal Emergency Management Agency in August last year also recommended the change and revealed that some of the firefighters responding to the shooting were unaware that the festival was occurring and had to quickly set up a command when they encountered the chaotic aftermath.

The chaos was something Cassell warned lawmakers about during a March 2017 hearing on the bill.

“If we are waiting for a battalion chief to respond to an event from their station or another location, we have to wait for calls to take place, dispatching, routing and driving through traffic,” Cassell said, according to the committee minutes.

“It terrifies me because we are a resort community, and we have to be prepared on the front end with the right people in the right spot at the right time to mitigate these things as fast as we can,” he testified.

Cassell said Friday that having fire personnel at the country music festival would have made a difference. But he could not quantify its effect and did not suggest lives were lost as a consequence.

While Cassell is pushing for changes at the local level, it’s unclear if Nevada lawmakers will follow suit.

Assemblyman Michael Sprinkle, D-Sparks, sponsored the 2017 legislation that Cassell supported. Sprinkle declined to comment this week about why his earlier bill failed and whether he would revive the legislation.

The state Division of Emergency Management has requested a handful of bills addressing emergency resources and procedures, including a measure to quickly license out-of-state doctors to practice in the state during a disaster, something then-Gov. Brian Sandoval allowed under an executive order after the shooting.

It was not clear Friday how many of the measures were spurred by the 2017 shooting. Messages seeking comment from Division of Emergency Management spokeswoman Gail Powell were not immediately returned.

Las Vegas Police Really Want Ronaldo’s DNA

0

Authorities are seeking a DNA sample from soccer star Christiano Ronaldo as part of the investigation into allegations that he sexually assaulted a woman in Las Vegas in 2009.

Las Vegas Metropolitan Police have issued a warrant for a DNA sample to see if it matches DNA found on a dress, the Wall Street Journal reported Thursday, citing a law enforcement source.

A spokesperson for LVMPD said the department has submitted an official request to Italian authorities, but that no other detail would be released because the investigation is ongoing.

“The LVMPD is taking the same steps in this case as in any other sexual assault to facilitate the collection of DNA evidence,” Officer Laura Meltzer said in an emailed statement.

TMZ has also reported that police met with Ronaldo in the past week and asked for a DNA sample, and that he plans on fully cooperating.

Kathryn Mayorga filed a civil lawsuit last year in Nevada claiming Ronaldo raped her in his Las Vegas hotel room in 2009.

Las Vegas Metropolitan Police also reopened a criminal investigation at her request.

Ronaldo, who plays for Juventus and Portugal’s national team, has denied the allegations.

Goodbye Stratosphere

When Golden Entertainment bought The Stratosphere in October of 2017, the property’s ambiance was outdated, so the new owners announced a complete face lift.

The Strat will keep its iconic observation deck 1,150 feet above the city, along with the rides and attractions at the top. The area will be known as “the Skypod” once renovations are complete.

Steve Arcana, the chief operating officer of Golden Entertainment, said the goal is to keep visitors who come for the tower to stay for other entertainment.

“We have a million plus people that go up that tower every year to experience our thrill rides and amazing 360-degree views up there,” said Arcana. “The theory though is that people come in for a quick visitation and may leave to see other sights on the Strip. Our theory is to keep people at the property longer with great restaurant options, a better hotel experience, and things of of that nature.”

The Strat will open four new restaurants. One is 108 Eats by chef James Trees. It promises more casual, grab-and-go food. There is also a new 24-hour cafe on the casino level, along with a new pub-style restaurant.

The overhaul also includes a modernized casino floor, new sportsbook, and more than 300 renovated rooms. Golden Entertainment is looking at options for meeting and convention space, and working with the city of Las Vegas for improvements down from the Arts District towards Sahara.

“What we’ve done over the last year and we’ll continue to do for the next couple of years is a complete renovation of the public space of the property,” said Arcana.

The Stratosphere was the brainchild of late casino owner and poker player Bob Stupak. It opened in April of 1996. A major addition was completed in 2001, which included finishing the 1,000-room second hotel tower.

The Strat launched its re-branding campaign on the biggest advertising day of the year, Super Bowl Sunday, with local television spots. The commercial featured the implosion of famous hotel towers around Las Vegas over the past 21 years, set to the song “So Long, Farewell,” from The Sound of Music. The ad ends with the tagline: “You don’t demolish an iconic landmark, you reinvent it.”

There is no official date for completion of the changeover to The Strat. Arcana said the next phase of construction will be announced at a later date.

The resort will be known as the Strat Hotel, Casino, and Skypod, once all renovations are complete.

The Stratosphere’s original sign will be retired and donated to the Neon Museum later this year.

Update: How Hakkasan’s Chairman was Arrested

Vegas based nightclub and entertainment group Hakkasan was owned by the Emirati businessman Khadem al-Qubaisi who received hundreds millions in return for allowing his sovereign wealth fund IPIC and its subsidiary Aabar to act as a second ‘front’ for billion dollar thefts from 1MDB, again orchestrated by Jho Low.

Party boy Jho Low hasn’t been found and attempts to locate him are underway, the report said, citing Malaysia’s Inspector-General of Police Mohamad Fuzi Harun. Malaysia has sought Interpol’s help to locate and arrest him, and there is no change in status at that level, Fuzi was quoted as saying.

Hakkasan is likewise registered in the UK with the original shareholder cited as a private Abu Dhabi company called Tasameem Real Estate Company Limited, which US court filings revealed to be 90% owned in turn by KAQ and the remainder by a relative.

The former manager of the group Neil Moffitt, appointed in 2014, was also a UK citizen and over saw the rapid global expansion of the chain in the wake of the hundreds of millions that poured from 1MDB into KAQ’s private Luxembourg bank account in the name of VASCO Trust.

Moffitt also fronted the purchase of a number of properties in the US on behalf of KAQ (including Beverley Hills mansions and a major New York penthouse), which were later confiscated by the US authorities under money laundering regulations, having been determined to have been funded by those 1MDB bribes to KAQ.

However, Moffitt and the Hakkasan management angrily rejected concerns raised by Sarawak Report that any of the tainted 1MDB cash might also have found their way into the separate Tasameem accounts to fund Hakkasan’s subsequent extraordinary acquisition spree that had turned it into America’s largest hospitality concerns in a matter of months and projected Moffitt’s profile as a top media mogul.

In statements to the media Hakkasan said the group was ‘ring-fenced’ from 1MDB, despite registering an injection of $566 million in shareholder loans during the aftermath of Khadem’s receipt of bribes.

Instead, Tasameem referred to a $20 million loan provided by the IPIC Abu Dhabi sovereign wealth fund subsidiary Aabar as being a key source of of funding for the Hakkasan group at that time.  The group provided no comment on banking information obtained by Sarawak Report that showed at least one payment of $10 million had however been made from the tainted VASCO trust account to Tasameem Real Estate Limited, the owner of Hakkasan.

Nor did it comment on the name change of an off-shore entity owned by KAQ from VASCO Strategic Services to Tasameem Strategic Fund during the same period.

Nevertheless, those exposes over 1MDB were followed by a number of management and ownership shake-ups at Hakkasan as well.  KAQ stood down as Chairman of the group a year after being arrested and later held prisoner in Abu Dhabi over the thefts at 1MDB.

Moffitt also stepped down from the company, after staying on as manager and director for some months following KAQ’s departure. He and other former Aabar officials, who had simulataneously worked on KAQ’s private ventures (eg US citizens Chad Tappendorf and James Sullivan) were replaced as directors by a new team of individuals led by Emirati relatives of KAQ.  In late 2016 the Tasameem itself was replaced as shareholder by a new Abu Dhabi company.

KAQ’s original disgrace, it is worth remembering, came almost immediately after photographs showing his lewd nightclub habits were revealed on Sarawak Report, months before the full extent of his scandalous involvement in the 1MDB thefts was understood.

The apparent reason was that the Emirati royal family, operate an extreme disapproval of such activities and drinking, gambling and exposed flesh, all of which of course, are hallmarks of the Vegas-based Hakkasan:

Drinking, dancing and gambling - the Hakkasan brand

Drinking, dancing and gambling – the Hakkasan brand

All of which makes the latest developments in the management and ownership of the club, as evidenced in recent filings more noteworthy and surprising.

During the past months various plans for projected sales of the Hakkasan were floated, including a proposed merger with another major Vegas group SBE.  None of these in the end eventuated.

Instead, Hakkasan’s most recent filings produced at the end of last year provided a surprising piece of news in that a new owner has emerged in the form of none other than Aabar itself, the subsidiary of the sovereign wealth fund IPIC of which KAQ had been chairman, a position he had allegedly abused to assist in siphoning off billions from 1MDB.

Hakkasan's new owner is none other than Aabar

Hakkasan’s new owner is none other than Aabar

As Sarawak Report has revealed in previous reports, Aabar also functioned as a handy co-investor in a number of enterprises together with KAQ’s private companies, in what appeared to be a blatant conflict of interest, given his role as chairman and also CEO of its parent concern the wealth fund IPIC.

IPIC is now suing 1MDB (and indeed Goldman Sachs) for involving the fund in the 1MDB scandal by participating in the bribery of KAQ.

How this major sovereign wealth fund, which has now been absorbed by Abu Dhabi’s flagship fund Mubadala equates its new ownership of a brash Vegas-based casino and nightclub chain with those strict principles of propriety would be intriguing to discover.

Five reasons why blackjack is so popular in Las Vegas

0

Blackjack accounts for around 50% of all table games played in the luxurious casinos of Las Vegas, the gambling capital of the world. According to the Center for Gaming Research at the University of Nevada Las Vegas, the game is still by far the most popular table game on the Strip.

Just how dominant is it? Figures from 2017 show the next most played game is baccarat on 13%, then roulette on 10% and craps on 7%. The sum of all other games amounts to 20%.

So, what makes blackjack such a massive hit with punters in Las Vegas, where the competition for a player’s attention and dollars is immense? Or why has the game also become huge at home, where you can play online with live dealers from real casinos? Check out a dedicated site like playblackjacklive.co.uk for an in-depth look at live blackjack.

Here are five reasons that make sense of it all.

  1. It’s easy to play, and there’s a low house edge

One of the most endearing features about blackjack is that it’s so easy to play. The rules are simple, and it doesn’t take much time to develop a solid strategy to improve your chances of leaving the table as a winner.

What’s more, the house has a low edge in the game, meaning that over the long term the casino is expected to win, but not by much. Of course, things can swing one way or another over a shorter period, but that’s the excitement of gambling after all.

Once you’ve grasped the basics, that you need to have a higher score than the dealer while keeping to 21 or below, or that you need to stand and for the dealer to bust, then it’s a case of getting better. Your playing strategy centres on the dealer’s “up card” and the assumption of what his down card might be. With that knowledge you can act on your own two cards accordingly, choosing to stand, hit, double down or split.

  1. Blackjack is a social casino game

Okay, so it’s not as social as craps, which often ends up as a party! But with blackjack, you get to sit down with maybe five others and have a pleasant time together. The dealers in Las Vegas are generally chatty and helpful as well, ensuring fair play and that everyone has a great experience.

You then have the added advantage of free cocktails! Oh, yes. Free booze is one of the main attractions of playing in the huge Las Vegas casinos like the MGM Grand, Bellagio, Venetian, Caesars Palace and the Mirage.

Settle back in your seat and enjoy free drinks while playing your favourite blackjack game. And, because as we’ve already established, it’s an easy game to play, you’re not going to be easily confused after a few drinks.

  1. Games available all the time

The knock-on effect of blackjack being so popular is that there are always games available. Walk into any of the glittering and enthralling casinos in Las Vegas, and it won’t take you long to find a game of blackjack.

Although different tables will have different bet-size limits, you’ll generally find an empty seat. Then it’s just a case of buying some chips and having fun.

If no seats are available, the turnover is relatively quick, and that’s because gameplay is fast. Blackjack is the sort of game you can sit down at to pass a quick ten minutes while you wait for friends or something you might spend your last few casino chips on. That means seats open up quickly.

It’s unlikely the game would remain so popular if the punters had to hunt around for available tables.

  1. Blackjack is affordable

If you’ve ever played no-limit Texas hold’em poker, you’ll know you can lose all your money in just one hand. That’s not the case with blackjack. Even if you lost every single hand, it would still take you a while to lose your money.

Of course, you’re likely to win as many as you lose, so unless you hit an unlucky streak, you can remain playing for hours with your original stake largely intact. With a little skill and luck, you might be in profit.

Those with deep pockets may prefer to sit at the high-stakes tables, but in the larger casinos in Las Vegas, you can bet on blackjack for as little as $5 a time.

  1. It’s a worldwide game

Blackjack is widely thought to have begun in France in the early 1700s, starting as vingt-et-un, or 21. It’s popularity spread, and it became a staple of saloons in the Wild West of America, where savvy gambling house owners added a blackjack bonus element.

The game spread worldwide, such that it has become a firm favourite in Asia, Australia, Europe and Latin America as well. That makes a significant difference in Las Vegas because visitors from around the world are familiar with blackjack and keen to test their skill and luck against the house.

Good luck!

With so much going for the game, it’s easy to see why it is by far the most popular table game in Las Vegas and beyond. Why not give it a go next time you’re in a casino or playing online?
